Q: I bought two of these and neither works. Is there a specific cable or mixer that needs to be used?

You need an XLR cable + a device (e.g. an interface) that can provide the 48v phantom power for it. All XLR microphones need 48v to work properly. I use a Scarlett Solo interface (it can power 1 mic at a time).
